Activists plan to hold a caravan protest in Cartagena Dec. 15 against tolls and to demand an end to the privatization of roads. The demonstration is scheduled to begin at Parque Bruselas at 1500. Participants will then proceed in their vehicles and on bicycles along Avenida Cristanto Luque to the Bazurto tollbooth in the Manga neighborhood and thereafter proceed to the Ceballo tollbooth where a sit-in rally will be held.

Police will probably deploy to monitor the protest. Low-level clashes are possible if police attempt to clear protesters who use their vehicles to block roads, or if motorists attempt to traverse the caravan. Significant disruptions are likely on routes near Diagonal 21 and 22, between the tollbooths where the march will be held.

Avoid all protests. Do not attempt to cross any roadblocks. If violence breaks out, leave the area immediately and seek shelter in the nearest secure location. Allow extra time to reach destinations if commuting in the affected parts of Cartagena the afternoon of Dec. 15.
