CAR: Insecurity persists nationwide; recent suspected rebel attacks on truck drivers, Jan. 18 and 19 /update 1
Suspected rebel attacks on truck drivers in CAR Jan. 18 and 19 underline persistent insecurity in the post-election period.
Event
The threat of election-related violence and other militant activity remains high following continued reports of rebel attacks. At least two Cameroonian truck drivers were killed during an attack in the village of Foro, Jan. 18; three drivers were wounded in a separate incident during travel between Cameroon and CAR, Jan. 19. Authorities have attributed both attacks to the Coalition des Patriotes pour le Changement (CPC) rebel group. The group has stated its intent to disrupt travel between Bangui and neighboring Cameroon as part of its campaign in opposition to the government.
Foreign governments continue to maintain warnings for the country in response to insecurity generated during the election period; the French government issued a warning Jan. 18 noting the ongoing insecurity in the CAR. France currently advises its nationals to limit nonessential travel in Bangui and to avoid travel outside of the capital.
Authorities are likely to maintain an elevated security presence nationwide, particularly in the capital, Bangui. Opposition parties may also call for demonstrations and strikes in areas under government control. Recent episodes of post-election violence have resulted in fatalities; further violence, including a possible rebel assault on Bangui, is likely. Ground travel and business disruptions are likely near all unrest sites.
Context
Political tensions are currently elevated after opposition and armed rebel groups rejected the outcome of the Dec. 27 legislative and presidential elections. The election results have been validated by the country's Constitutional Court, however, militias have threatened to overthrow the government of President Faustin-Archange Touadera.
Advice
Maintain a heightened level of security awareness. Maintain contact with your diplomatic representation. Avoid all demonstrations due to the possibility of violence. If clashes break out nearby, take shelter in a safe, non-governmental building. Heed all security personnel instructions and allow additional travel time near gatherings. Reconfirm the status of all routes before departure. Consider avoiding travel at night.
