Anti-government protests are possible nationwide through at least the end of August after police allegedly killed Hassan Dumbuya, also known as Evangelist Samson, a high-profile member of the All People's Congress (APC) opposition party, during a raid in Makeni, Northern Province, Aug. 14.

Such protests are more likely in urban centers such as Freetown and the northern cities of Kamakwie, Makeni, and Magburaka. In the capital and Makeni, likely gathering locations include the APC offices.

Heightened security and localized traffic disruptions are likely in the vicinity of all related protests. Given the recent episode of violence, clashes with security forces remain possible.

Context

The police raid and the death of Dumbuya follow violent episodes of unrest that broke out Aug. 10, over the country's cost of living, prompting the government to implement a nationwide curfew Aug. 10-13. While the majority of the unrest took place in Freetown, related protests and clashes occurred in other cities as well, including Kamakwie and Makeni. At least six police officers and 21 civilians were killed in the violence, with about 130 people being arrested. President Julius Maada Bio claimed that the unrest was orchestrated to overthrow the government and also blamed the opposition All People's Congress (APC) party. APC officials have denied any involvement.

According to authorities, police forces were conducting operations targeting alleged perpetrators/organizers of the Aug. 10 events. During the raid, an exchange of fire between police forces and another unidentified group reportedly killed Dumbuya.

Avoid all protests. If crowds form or violence occurs nearby, leave the area immediately and seek shelter in a secure location.
