Mali: Military hostages appear in video October 18
Group to Support Islam and Muslims (JNIM) releases video of Malian military hostages on October 18
Event
The Group to Support Islam and Muslims (JNIM) released a video on Wednesday, October 18, showing 11 Malian military hostages. Six of the hostages spoke at length, imploring President Ibrahim Boubacar Keïta to intercede on their behalf. Reports say the hostages were captured in various ambushes that took place between July 2016 and March 2017. All hostages appeared to be in good health.
Context
JNIM formed in 2017 through a merger of various regional terrorist groups, including Ansar Dine, Al-Mourabitoun, and parts of Al-Qa’ida in the Islamic Maghreb. Mali continues to suffer from the presence of various armed groups in its territory as well as a high threat of terrorist activity (including kidnapping). Foreign nationals and members of the Malian security forces are particularly attractive targets for terrorist elements.
Advice
The security environment in Mali remains complex and professional security advice and support should be sought prior to travel, particularly in the northern and central regions.
Due to the underlying terrorist and kidnapping threats prevalent in the country, all those present in Mali are advised to remain discreet regarding personal details, particularly information concerning nationality, employment, family, etc. Individuals are also advised to avoid public events and places frequented by Westerners, to remain vigilant at all times (especially in local markets, now used by terrorists as recruitment grounds), and to report any suspicious objects or behavior to the authorities. When going out, always carry a reliable means of communication and inform a trusted contact of where you are going and when you plan to return.
