Bolivia: Nationwide general strike to take place February 1 /update 4
Nationwide general strike to take place in Bolivia on February 1; avoid all protests
Event
A nationwide general strike is expected to take place on Thursday, February 1. The strike is being organized by the COB (Central Obrera Boliviana), as well as civil society organizations, to protest the government's alleged interference in the labor organization's affairs. Associated demonstrations and protest marches will likely take place in cities nationwide, including the capital city of La Paz. Major transportation disruptions, including possible roadblocks, are to be anticipated for the duration of the strikes. Associated violence cannot be ruled out.
Context
On January 26, the COB expelled several leaders linked to the National Coordinator for Change (Conalcam), another civil society organization that some of the COB leadership believe is being co-opted by the government. The COB also continues to protest proposed changes to the criminal code despite the changes having been since been rescinded. The labor organization also opposes the prospect that President Evo Morales could run for a fourth consecutive term in office in 2019.
Bolivian civic groups and unions frequently erect roadblocks as a form of protest. The country's mountainous terrain means that few roads connect major cities and that, therefore, roadblocks serve as especially effective bargaining tools in negotiations. Violence at roadblocks is not rare.
Advice
Individuals present in Bolivia are advised to avoid all protests, never attempt to cross a roadblock without authorization due to the potential for violence, and allow for additional time to reach their destinations while strikes are ongoing.
