Medical workers affiliated with the National Health Council (Consejo Nacional de Salud, CONASA) have threatened to launch an indefinite strike on Feb. 13 unless the government immediately meets with union representatives to negotiate changes in certain pending legislation. The workers are opposed to a provision in a bill related to COVID-19 currently advancing through Congress that restricts medical workers' ability to strike during a health emergency.

Unless averted, the labor action could disrupt the delivery of healthcare services; nonemergency services and appointments will probably be most affected as hospitals and clinics will likely continue to provide urgent care. Striking workers could also hold street protests, potentially prompting localized transport disruptions. While any such protests will likely remain mostly peaceful, clashes cannot be ruled out, especially if police attempt to forcibly disperse demonstrators.
