Heightened security is likely in the Gao area over the coming days after jihadist militants killed at least 11 people in an attack on the nearby Kadji camp for displaced persons Nov. 21. Military officials reportedly described the assault as a reprisal attack targeting youths from Tessit, Ansongo Cercle, who were affiliated with a rival armed group and resettled in the Kadji camp.

Further militant attacks are possible in the area over the short term.

Context

The Malian Armed Forces (FAMa) have recently launched a security operation in Gao, dubbed Operation Dougoubasigui, to restore order and security within the city and surrounding area. The operation underscores the increasing insecurity in northern Mali, primarily at the hands of Al-Qaida-affiliated Jama'at Nasr al-Islam wal Muslimin (JNIM) and the Islamic State in the Greater Sahara (ISGS). Despite continued security operations, militant groups remain capable of striking civilians and security forces on a regular basis.

Gao and Ansongo cercles have been plagued by clashes between competing armed groups since the crisis in Mali began in 2012. The Kadji camp notably sits at the junction of the zones of control of rival armed groups, including JNIM, ISGS, and the largely ethnic Tuareg Movement for the Salvation of Azawad (MSA). The MSA has been responsible for the security in the region under an agreement with the nation's central government in Bamako.
