Mali: Special security operation in Gao likely to continue into at least mid-November

Event

The Malian Armed Forces (FAMa) will likely continue their special security operation in Gao into at least mid-November. Launched Oct. 29 and dubbed "Operation Dougoubasigui," the purpose of the action is to restore order and security within the city and the surrounding area in the immediate term. Authorities have provided no projected completion date for the operation, which encompasses a number of stricter security measures, such as:

  • Increased road security to include inspections for vehicular compliance, registration checks, and passenger document verification,

  • Increased vehicle searches for narcotics, unregistered weapons, and other illegal contraband,

  • Enhanced city-wide patrols.

Authorities could impose curfews or other restrictions on movement or public assembly with little-to-no warning. Sporadic armed clashes cannot be ruled out if security forces come in contact with criminal elements or militant groups over the course of the operation.

Context

The Malian Armed Forces' launch of Operation Dougoubasigui underscores the increasing insecurity in northern Mali, primarily at the hands of Al-Qaida-affiliated Jama'a Nusrat ul-Islam wa al-Muslimin (JNIM) and Islamic State in the Greater Sahara (ISGS). Despite continued security operations, militant groups remain capable of striking civilians and security forces on a regular basis.

Consider deferring nonessential travel to Gao and the greater region until the situation stabilizes. If travel is unavoidable, exercise a high degree of caution and heed the instructions of authorities. Maintain a low profile, vary routines, and move in guarded convoys if operating in the affected region. Minimize exposure to potential targets, including places of worship, security installations, markets, and other crowded locations. Carry proper identification and travel documents at all times.
