The Malian military will likely maintain an increased security posture near the village of Bourem, Gao Region, over the coming days following an attack by members of the armed Permanent Strategic Framework (CSP) group that killed at least 10 people and injuring 13 on Sept. 12. The assailants reportedly targeted a military camp as well as four military positions in addition to the village. Preliminary information indicates that at least 46 militants were also killed in the government's ground and aerial counterattack. Unconfirmed reports indicate sporadic gunfire was reported early Sept. 13. The CSP is a coalition of armed groups in northern Mali.

Local security measures could include movement restrictions, vehicle checks, or curfews. Further attacks against the civilian population and armed clashes against the security forces are likely.

Bourem is located approximately 81 km (50 mi) north of Gao.

Context

Recent calls for the departure of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) from the security theater of operations in Mali by the end of 2023 will likely encourage militants to expand their territories further. The Malian Armed Forces and foreign mercenaries are poised to fend off militant attacks; however, they are unlikely to overcome the immediate security threat.

Insecurity is prevalent across Mali, particularly in the nation's central and northern regions. Despite long-running security operations in the region, security forces remain largely unable to counter the threat posed by numerous militant jihadist groups. Such armed groups continue to demonstrate a capability to strike civilians and security forces on a regular basis.
