German priest kidnapped in Bamako, Mali, in November 2022 reportedly released in unclear circumstances on Nov. 26.

Informational

Church officials have announced the Nov. 26 release of a German priest kidnapped in Bamako Nov. 20, 2022. Reports suggest the victim had been held by an Islamist group affiliated with Al-Qaeda, possibly the Jama'at Nasr al-Islam wal Muslimin (JNIM) group, though no group has claimed responsibility. The victim was released in Bamako, though further circumstances surrounding his release, including his health and whether a ransom was demanded or paid, are unclear. German and Malian authorities have not issued statements.

Exercise a high degree of vigilance in Mali due to the threat of kidnapping. Do not discuss plans and routes publicly. If operating in the area over the long term, vary routes and times of travel and ensure the use of secure transport. Remain courteous and cooperative if approached and questioned by security personnel. Maintain contact with diplomatic representations.

If it is confirmed that JNIM are responsible for the kidnapping, this incident would be the first kidnapping of a foreigner in Bamako by Islamist militants since the current conflict in Mali began in 2012.

There is a high threat of kidnapping in Mali. The most common types of abduction in Mali include basic opportunistic kidnap-for-ransom and terrorist-related kidnapping. The threat is especially elevated in the north of the country, where militant groups affiliated with Al-Qaeda and the Islamic State maintain a significant presence. Armed criminals also operate in the region and may be responsible for the recent incident.
