Bolivia: Mutiny of armed forces underway in La Paz June 26; clashes possible nationwide /update 1

Clashes are possible nationwide as mutinous units of the armed forces have surrounded the presidential palace in La Paz on June 26. As part of the mutiny, troops and armored vehicles have deployed to and closed the Plaza Murillo adjacent to the country's government offices and legislative assembly. Andres Zuniga, Commander General of the Army, announced that while he recognizes President Luis Arce's authority "for the moment," he will install a new cabinet shortly.

In response, Arce has denounced the irregular mobilization of troops and called for citizens to mobilize to defend the government. Former President Evo Morales, a rival of Borja's within his Movement toward Socialism (Movimiento al Socialismo, MAS) party, has called for his supporters to launch an indefinite strike and block highways supporting Arce. Similarly, several conservative opposition leaders to Arce, such as Carlos Mesa of the Citizen Community (Comunidad Ciudadana) party, have denounced the mutiny.

Major transport disruptions are likely nationwide, especially in and near La Paz, as opponents of the mutiny begin to stage demonstrations and block roads. Many businesses are likely to close until the situation has stabilized. Clashes between protesters and the security forces are likely, and fighting between troops loyal to Arce and those loyal to Zuniga is possible. Criminals seeking to take advantage of the confusion may attempt to loot stores. Flight disruptions are possible, especially if airports close or see their access routes blocked by demonstrators.
