Russian Embassy advises its citizens against travel to Mali and Niger due to complex security situation, high terror threat as of July 25.

As of July 25, the Russian Embassy in Mali and Niger is advising its citizens against all travel to the two countries due to the complex security situation and high threat of terrorism. The advisory also warns Russians to particularly stay away from the tri-border regions of Gao and Menaka in Mali and Tillaberi in Niger due to insurgent activity, as well as the threat of crime, kidnapping, and acts of terrorism. The advisory further discourages Russian nationals living and working in Mali and Niger from leaving their homes during hours of darkness, as well as traveling outside Bamako and Niamey city limits. It remains unclear how long the warning will remain in effect.

Heightened security is certain across both Mali and Niger due to ongoing insecurity. Attacks by militants and bandits targeting public transport and private vehicles are possible, as are localized transport and business disruptions in areas where security has been reinforced. Terrorism, kidnapping, and criminal activities are possible, particularly in extreme conditions that exist along frontier regions between neighboring countries.

Exercise extreme caution if operating in Mali or Niger. Heed the instructions of local authorities; remain courteous and cooperative if approached and questioned by security personnel. Maintain contact with your diplomatic representation or business security team while operating in the two countries.

Insecurity is prevalent across Mali, particularly in the country's central and northern areas with intermittent security challenges in the western and southern regions. Following the military coup in Niger on July 26, 2023, militant attacks against the security and defense forces, as well as the civilian population, have markedly increased amid ongoing counter-terrorism operations nationwide. Despite long-running security operations, security forces remain largely unable to counter the threat posed by the numerous militant groups operating in the region. Such armed groups continue to demonstrate a capability to strike civilians and security forces on a regular basis.
