Event

The Coordination of Azawad Movements (CMA), a coalition of Tuareg-dominated armed groups that exercises de facto control over parts of northern Mali, is conducting a special security operation in Kidal as of Sept. 27. Dubbed "Operation Tartit," the purpose of the action is to restore order and security in the city of Kidal in the immediate term, and subsequently in other areas under CMA control. Operation Tartit will continue indefinitely and encompasses a number of stricter security measures, such as:

  • Nightly 21:00-05:00 curfew in Kidal,

  • Increased road security, document checks, and vehicle inspections,

  • Prohibition on unauthorized occupation of public spaces,

  • Confiscation of drugs, alcoholic beverages, and unregistered weapons.

CMA authorities have indicated that the Malian military and the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) may assist in carrying out these measures if warranted. The CMA could impose other restrictions on movement or public assembly with little-to-no warning. Sporadic armed clashes cannot be ruled out for the duration of the operation.

Context

The CMA's launch of Operation Tartit underscores the increasing insecurity in northern Mali, primarily at the hands of Al-Qaida-affiliated Jama'a Nusrat ul-Islam wa al-Muslimin (JNIM) and Islamic State in the Greater Sahara (ISGS). Despite continued security operations, miltant groups remain capable of striking civilians and security forces on a regular basis.

Advice

Consider deferring nonessential travel to the Kidal Region until the situation stabilizes. If travel is unavoidable, exercise a high degree of caution and heed the instructions of authorities. Maintain a low profile, vary routines, and move in guarded convoys if operating in the affected region. Minimize exposure to potential targets, including places of worship, security installations, markets, and other crowded locations. Carry proper identification and travel documents at all times. Remain polite and nonconfrontational if stopped at a security checkpoint. Maintain contact with your diplomatic mission.
