A roadside improvised explosive device (IED) killed at least 10 civilians and injured dozens of others in the locality of Sibo, Mopti Region, Oct. 13. The IED targeted a commercial bus traveling on the RN15 highway between Bandiagara and Goundaka localities; it is unclear if the IED detonated on impact or was detonated remotely. The casualty toll is likely to increase.

Authorities will likely maintain an elevated security posture in the area over the coming days. Officials could implement checkpoints, including along the RN15 road. Locals in Biandiagara staged a spontaneous protest in the aftermath of the incident and assaulted a MINUSMA convoy due to their perceived inaction in stemming militant violence in the region. Further protests in Biandagara and other localities in the area remain possible in the coming days.

Context

Militants affiliated with Al-Qaeda and Islamic State-linked groups are likely responsible. Such groups continue to demonstrate a capability to strike civilians and security forces on a regular basis.
